The Health and Human Resources Committee is meeting as I write this and will soon hear HB1756 – a bill that would establish “a new methodology for disposition of family planning funds that disburses funds to public women’s health services programs before other providers are funded.” That’s a fancy-pants way of saying that they want to strip funding from one of the best public reproductive health organizations that actually, you know, works to reduce unplanned pregnancies – Planned Parenthood.
Besides doing absolutely nothing for the living, breathing citizens of Tennessee during the first session of the General Assembly they’ve controlled in roughly 140 years (10% unemployment rate? Hello?), Republicans are now lying about the intent of their true legislative agenda.
One can assume, based on the opportunistic and self-congratulatory display during last night’s passage of SJR127, that Rep. Joey Hensley (R-Howenwald) and the rest of the sponsors of HB1756 want to reduce the number of abortions in the state of Tennessee. Yet, this morning we see them attacking one organization that does just that.
For nearly 40 years, Planned Parenthood in Tennessee has received Title X family planning dollars and have used the money to provide reproductive and sexual health care – including contraception to, you know, prevent unplanned pregnancies – to over 11,500 men and women in Tennessee who could otherwise not afford it.
Since Hensley et. al. must know that Title X funds cannot be used to end pregnancies, one has to wonder, what the hell are they doing? And what actual benefit is this waste of time legislation providing to out of work Tennesseans, broken down schools, and malnourished kids?
I guess we’ll have to keep asking the question until we get an answer.
Today, we’ll ask it specifically of Rep. Tony Shipley (R-Kingsport), who, as Jeff Woods reports, believes that it’s a good idea to jeopardize the millions of dollars Tennessee receives from the federal government for family planning services:
A House subcommittee has adopted a bill by our right-wing hero Tony “Wrath of God” Shipley to make it illegal for health-care providers to deny parents immediate access to the medical records of their children. An incestuous father could demand and receive his pregnant daughter’s records. Not surprisingly, this imperils the $6.5 million in federal family planning money that Tennessee receives.
So, Rep. Shipley, if your goal is to eliminate abortion, wouldn’t it be better if you sponsored legislation that would help do that by encouraging organizations such as Planned Parenthood to provide more family planning services and education to individuals who don’t normally have access to them?
And if Rep. Shipley doesn’t have the imagination to think of all the scenarios in which a child’s doctor might need – for the child’s safety – to keep medical records private, then I suggest he go and start talking to the women and doctors of his district.
How many of you SJR127 sponsors are for are for eliminating abortions?

So wouldn’t it be better if you sponsored legislation with the intent to reduce and eventually eliminate the number of abortions in the state by allowing organizations such as Planned Parenthood to provide more family planning services and education to individuals who don’t normally have access to them?*
(*HB1756 would take away federal funds from non-profit health care clinics in Tennessee, such as Planned Parenthood, leaving an estimated 12,000 women and men in Tennessee without access to reproductive health education and services. If you’ve come here looking for a defense of the Memphis Planned Parenthood employee who broke the law by not reporting that a minor child was having sex with a 31-year-old, you can move along.
But if you’re looking for a defense of Planned Parenthood as an organization who should continue to receive federal funds to provide family planning services, to educate individuals about sex, STDs, and contraception, and to advocate on behalf of both men and women who do not have ready access to these services, then you’ve come to the right place.
Yesterday we interviewed Jeff Teague, President and CEO of Planned Parenthood of Middle and East Tennessee and he confirmed what we knew all along – Planned Parenthood is indispensable and does good and useful work providing comprehensive sex education and complementary reproductive healthcare to individuals of all ages regardless of race, age, income status, religion or sexual orientation.
In the interview, Jeff tells us the real mission of the organization, dispels with quite a lot of misinformation, and shares with us the dangers inherent in SJR127 – the legislation that would amend the Tennessee constitution and get us one step closer to endangering the health of women in the state.
