Congressional Web sites are meant to inform constituents about their representative's position, but they cannot be used to solicit support. IMO, Blackburn was trying to find some gray area and exploit it. She failed. There is no gray area. The rules are pretty crystal-clear about what you can and can't do with a Web site. Hopefully, our Midstate media will pick this up and point it out. This really is serious — not an outrageous abuse, but a disregard for the rules.
